{"id":2863,"date":"2026-06-27T14:33:58","date_gmt":"2026-06-27T14:33:58","guid":{"rendered":"https:\/\/silvybrand.com\/?p=2863"},"modified":"2026-06-27T14:33:58","modified_gmt":"2026-06-27T14:33:58","slug":"the-us-is-about-to-deport-an-immigrant-to-the-center-of-the-ebola-crisis","status":"publish","type":"post","link":"https:\/\/silvybrand.com\/?p=2863","title":{"rendered":"The US Is About to Deport an Immigrant to the Center of the Ebola Crisis"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p><span class=\"lead-in-text-callout\">The United States<\/span> is preparing to <a href=\"https:\/\/www.wired.com\/story\/a-woman-was-in-the-us-legally-she-was-deported-anyways\/\" class=\"text link\">deport<\/a> a 78-year-old retired pastor to Uganda, a country in East Africa near the center of the <a href=\"https:\/\/www.wired.com\/tag\/ebola\/\" class=\"text link\">Ebola<\/a> outbreak. The pastor also claims to be the target of the country\u2019s authoritarian government.<\/p>\n<p class=\"paywall\">Edward Nalwamba came to the US from Uganda in 2002 and had been living and working in Colorado while under an \u201corder of supervision,\u201d which is when someone has a deportation order but cannot be immediately removed from the country. This order was revoked in September 2025, his lawyers say, and he has been detained ever since. Nalwamba is set to be deported on Tuesday.<\/p>\n<p class=\"paywall\">According to his attorney and one of his friends, Nalwamba\u2019s health has declined precipitously in the nine months he has been in immigration detention, adding to concerns about deporting him to an outbreak zone.<\/p>\n<p class=\"paywall\">Uganda, and its neighbor, the Democratic Republic of the Congo, are at the epicenter of the latest Ebola outbreak, which has <a href=\"https:\/\/www.cdc.gov\/ebola\/situation-summary\/index.html\" class=\"text link\">killed more than 300 people<\/a>. Earlier this month, the US Centers for Disease Control (CDC) issued a <a href=\"https:\/\/wwwnc.cdc.gov\/travel\/notices\" class=\"text link\">travel health notice<\/a> for Uganda, encouraging travelers to practice \u201cenhanced precautions.\u201d It\u2019s not clear how many immigrants the US is deporting to Uganda at this time.<\/p>\n<p class=\"paywall\">Nalwamba\u2019s case falls at the intersection of several of the major changes ushered in by President Donald Trump\u2019s second administration. Since January 2025, the US government has strangled foreign assistance, killing off the <a href=\"https:\/\/www.wired.com\/story\/usaid-whistleblower-says-it-was-even-worse-than-people-knew\/\" class=\"text link\">US Agency for International Development<\/a> almost entirely. Meanwhile, it has <a href=\"https:\/\/www.npr.org\/2026\/01\/21\/nx-s1-5674887\/ice-budget-funding-congress-trump#:~:text=The%20Trump%20administration%20has%20set%20lofty%20goals,of%20Prisons%20currently%20holds%20over%20153%2C000%20inmates.\" class=\"text link\">pumped billions of dollars<\/a> into the Department of Homeland Security (DHS) and immigration operations.<\/p>\n<p class=\"paywall\">Nalwamba first arrived in the US on a tourist visa for a religious conference. In 2001, during Uganda\u2019s presidential elections, Nalwamba claims he was one of several people in his town taken from their homes in the middle of the night and interrogated by armed security forces about his relationship to the political opposition, according to court documents filed in 2010. Nalwamba had refused to instruct members of his church to vote for the country\u2019s president, Yoweri Museveni, who has been in power since 1986 and whose government has <a href=\"https:\/\/www.hrw.org\/report\/2022\/03\/22\/i-only-need-justice\/unlawful-detention-and-abuse-unauthorized-places-detention\" class=\"text link\">continued to target<\/a> members of the political opposition as recently as <a href=\"https:\/\/www.hrw.org\/news\/2026\/01\/28\/uganda-post-election-assault-on-political-opposition\" class=\"text link\">earlier this year<\/a>.<\/p>\n<p class=\"paywall\">During the religious conference, he says, people that Nalwamba knew back in Uganda called him to warn him that political conditions in the country were deteriorating. While he was in the US, Nalwamba received a fax containing threats that made him fear returning home. Nalwamba decided to stay in the US and apply for asylum.<\/p>\n<p class=\"paywall\">\u201cHe feared and has feared all the way up until the present time that if he returns to Uganda, he will be imprisoned or tortured or killed, and the Ugandan authorities have come looking for him several times over the years,\u201d says Joy Athanasiou, the immigration attorney representing Nalwamba.<\/p>\n<p class=\"paywall\">Athanasiou claims that Nalwamba had issues with his first immigration attorney, who \u201cdisappeared without filing the application.\u201d This, and other issues, complicated his application for asylum, and though it was denied, he was issued the \u201cstay of removal.\u201d Nalwamba was arrested on September 18, 2025, and has been held at a detention facility in Aurora, Colorado, that is run by GEO Group, a private prison company.<\/p>\n<p class=\"paywall\">Once in detention, Athanasiou says that Nalwamba\u2019s possessions were confiscated, including paperwork and documentation. \u201cHe believes some of his immigration papers were in there,\u201d she says. Additionally, because Athanasiou did not represent Nalwamba in his earlier immigration cases, she doesn\u2019t have access to some of his earlier case records and documentation. \u201cYou have to file a formal request for a copy of the client&#8217;s file through the Freedom of Information Act,\u201d she says.
