But Anthropic says those laws may already be outdated, and the company is now pushing states to adopt even tougher regulations.<\/p>\n<p class=\"paywall\">\u201cThe transparency-focused safety bills of 2025 were a really important start, but as the capabilities of AI systems continue to advance quickly\u2014the policy responses need to match,\u201d Cesar Fernandez, Anthropic\u2019s head of US state and local government relations, told WIRED in an interview. \u201cWe think that transparency and self reporting are no longer sufficient safety measures for the most powerful AI systems.\u201d<\/p>\n<p class=\"paywall\">Being so pro-regulation is an odd message to come from a startup that is now valued at <a href=\"https:\/\/www.wired.com\/story\/anthropic-files-s1-ipo-sec\/\" class=\"text link\">nearly $1 trillion<\/a>. But Anthropic is an odd company. As we\u2019ve <a href=\"https:\/\/www.wired.com\/story\/anthropic-thinks-ai-can-only-be-safe-under-its-control\/\" class=\"text link\">written before<\/a>, Anthropic\u2019s leaders believe it needs to build a massive business based on developing and selling access to advanced artificial intelligence to fulfill its founding <a data-offer-url=\"https:\/\/www.anthropic.com\/constitution\" class=\"external-link text link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/www.anthropic.com\/constitution&quot;}\" href=\"https:\/\/www.anthropic.com\/constitution\" rel=\"nofollow noopener\" target=\"_blank\">mission<\/a>: \u201cto ensure that the world safely makes the transition through transformative AI.\u201d<\/p>\n<p class=\"paywall\">As Anthropic has grown, it\u2019s started endorsing some of the nation&#8217;s harshest proposed regulations on frontier AI companies. Most recently, the company endorsed a <a data-offer-url=\"https:\/\/www.bostonglobe.com\/2026\/06\/26\/business\/anthropic-massachusetts-ai-regulations-bill\/\" class=\"external-link text link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/www.bostonglobe.com\/2026\/06\/26\/business\/anthropic-massachusetts-ai-regulations-bill\/&quot;}\" href=\"https:\/\/www.bostonglobe.com\/2026\/06\/26\/business\/anthropic-massachusetts-ai-regulations-bill\/\" rel=\"nofollow noopener\" target=\"_blank\">Massachusetts policy<\/a> that would also require third-party auditing for AI labs\u2014and empower the state&#8217;s attorney general to seek injunctive relief from companies that don&#8217;t comply.<\/p>\n<p class=\"paywall\">I sat down with Fernandez this week to understand where the company\u2019s AI policies are heading. Fernandez joined Anthropic earlier this year, after previously serving as head of US state government relations for the sports betting giant FanDuel and as a senior public policy associate at Uber. He helped both companies win policy battles in states around the country. His expertise will likely prove valuable to Anthropic, as Congress continues to stall on passing AI regulation and states are taking the lead.<\/p>\n<h2 class=\"paywall\">\u201cDubious\u201d Motives<\/h2>\n<p class=\"paywall\">While Anthropic\u2019s pro-regulation agenda has been praised by AI safety groups, labor unions, and other allies of the company, some Silicon Valley leaders interpret its political efforts through a more nefarious lens.<\/p>\n<p class=\"paywall\">David Sacks, the former White House AI czar and current technology adviser to President Donald Trump, has claimed that Anthropic is essentially trying to get cumbersome laws passed to trap smaller AI startups in red tape, thus securing its own position as a leader in the AI race.<\/p>\n<p class=\"paywall\">\u201cAnthropic is running a sophisticated regulatory capture strategy based on fear-mongering,\u201d Sacks wrote in a <a data-offer-url=\"https:\/\/x.com\/DavidSacks\/status\/1978145266269077891?s=20\" class=\"external-link text link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/x.com\/DavidSacks\/status\/1978145266269077891?s=20&quot;}\" href=\"https:\/\/x.com\/DavidSacks\/status\/1978145266269077891?s=20\" rel=\"nofollow noopener\" target=\"_blank\">social media post<\/a> last year. \u201cIt is principally responsible for the state regulatory frenzy that is damaging the startup ecosystem.\u201d<\/p>\n<p class=\"paywall\">Fernandez outrightly denies the accusation, noting that Anthropic has only supported state AI bills that apply to \u201clarge AI model developers,\u201d a term defined differently in every bill, but that generally refers to companies that have spent hundreds of millions of dollars on AI development and have more than $500 million in annual revenue. \u201cIt\u2019s hard to imagine a startup meeting that threshold,\u201d Fernandez says.<\/p>\n<p class=\"paywall\">But in a world where billions of dollars in capital is now required to develop a competitive frontier AI model, there\u2019s arguably a handful of promising startups that could meet those thresholds soon enough. To name a few, <a href=\"https:\/\/www.ft.com\/content\/792e09b2-f63b-41ac-8be8-e10e75ead2d1\" class=\"text link\">Safe Superintelligence<\/a>, <a href=\"https:\/\/www.wired.com\/story\/thinking-machines-lab-releases-its-first-model-inkling\/\" class=\"text link\">Thinking Machines Lab<\/a>, and <a href=\"https:\/\/www.wired.com\/story\/mistral-voxtral-real-time-ai-translation\/\" class=\"text link\">Mistral<\/a> have each raised billions of dollars from investors, though their revenue remains far lower than the likes of Anthropic or OpenAI.
