{"id":3983,"date":"2026-07-17T18:22:51","date_gmt":"2026-07-17T18:22:51","guid":{"rendered":"https:\/\/silvybrand.com\/?p=3983"},"modified":"2026-07-17T18:22:51","modified_gmt":"2026-07-17T18:22:51","slug":"ice-unaccompanied-minors-fraud-suspects-trss-contract","status":"publish","type":"post","link":"https:\/\/silvybrand.com\/?p=3983","title":{"rendered":"ICE Is Using Data Broker Tools to \u2018Identify Unaccompanied Minors\u2019 and \u2018Fraud\u2019"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p><span class=\"lead-in-text-callout\">Immigration and Customs<\/span> Enforcement (ICE) intends to renew its contract with a subsidiary of <a href=\"https:\/\/www.wired.com\/tag\/data-brokers\/\" class=\"text link\">data broker<\/a> giant Thomson Reuters at a rate of up to $25 million per year for up to five years in order to accommodate an urgent, \u201cmultiplied\u201d demand for data that can identify \u201cunaccompanied minors\u201d as well as anyone involved with \u201cany type of fraud of government funds,\u201d according to a document published in a federal contract register on Tuesday.<\/p>\n<p class=\"paywall\">\u201cDue to ICE\u2019s re-prioritized mission,\u201d the <a data-offer-url=\"https:\/\/sam.gov\/workspace\/contract\/opp\/68e3b2668da549dea1b90593cb5a390b\/view\" class=\"external-link text link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/sam.gov\/workspace\/contract\/opp\/68e3b2668da549dea1b90593cb5a390b\/view&quot;}\" href=\"https:\/\/sam.gov\/workspace\/contract\/opp\/68e3b2668da549dea1b90593cb5a390b\/view\" rel=\"nofollow noopener\" target=\"_blank\">document<\/a> reads, \u201cthere is a need for the data to be readily accessible to support the presidential mandate of the identification of Voters fraud, Immigration Fraud, and National Security.\u201d<\/p>\n<p class=\"paywall\">The document does not explain why ICE would need to identify unaccompanied minors, which is typically the remit of the Department of Health and Human Services (HHS), or how Thomson Reuters\u2019 data would be used to combat voter fraud or immigration fraud. When reached for comment, Thomson Reuters spokesperson Kat Hanley tells WIRED that its identification work for ICE may include \u201cvetting the sponsors of children entering the country\u201d to ensure the children\u2019s \u201cwelfare and safety.\u201d<\/p>\n<p class=\"paywall\">The annual payment of $25 million marks a dramatic increase in the value of Thomson Reuters\u2019 work with ICE. The previous <a data-offer-url=\"https:\/\/www.usaspending.gov\/award\/CONT_AWD_70CMSD21C00000002_7012_-NONE-_-NONE-\" class=\"external-link text link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/www.usaspending.gov\/award\/CONT_AWD_70CMSD21C00000002_7012_-NONE-_-NONE-&quot;}\" href=\"https:\/\/www.usaspending.gov\/award\/CONT_AWD_70CMSD21C00000002_7012_-NONE-_-NONE-\" rel=\"nofollow noopener\" target=\"_blank\">equivalent<\/a> contract was worth $24 million total over a five-year period.<\/p>\n<p class=\"paywall\">Though ICE has been buying data from Thomson Reuters since <a data-offer-url=\"https:\/\/www.aclunorcal.org\/docs\/Pages_from_DOCS_031319_339.pdf\" class=\"external-link text link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/www.aclunorcal.org\/docs\/Pages_from_DOCS_031319_339.pdf&quot;}\" href=\"https:\/\/www.aclunorcal.org\/docs\/Pages_from_DOCS_031319_339.pdf\" rel=\"nofollow noopener\" target=\"_blank\">2008<\/a>, the contract justification indicates that the Trump administration hopes to expand the scope of how Thomson Reuters data is used by federal immigration officials. It is yet another indicator of the <a href=\"https:\/\/www.wired.com\/story\/how-the-federal-government-scrambled-its-agencies-to-support-ice\/\" class=\"text link\">ever-expanding reach<\/a> of President Donald Trump\u2019s crackdown on immigration.<\/p>\n<p class=\"paywall\">The Department of Homeland Security (DHS) claims in the document that Thomson Reuters Special Services (TRSS) is \u201cthe only contractor\u201d that can provide \u201ccontinuous monitoring of up to one million individuals and entities\u201d with \u201cevent-driven monitoring,\u201d \u201creal-time alerts,\u201d and \u201cmodel-based risk scoring.\u201d The document did not provide examples of said events or risks.<\/p>\n<p class=\"paywall\">The contract would maintain ICE\u2019s access to several proprietary Thomson Reuters databases, the document says. One of these databases is the Consolidated Lead Evaluation and Reporting (CLEAR), which provides access to public records and \u201clicense plate reader data,\u201d which is sourced from on-road surveillance cameras. Since <a data-offer-url=\"https:\/\/www.thomsonreuters.com\/en\/press-releases\/2017\/june\/thomson-reuters-brings-vigilant-license-plate-recognition-data-to-clear-investigation-platform\" class=\"external-link text link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/www.thomsonreuters.com\/en\/press-releases\/2017\/june\/thomson-reuters-brings-vigilant-license-plate-recognition-data-to-clear-investigation-platform&quot;}\" href=\"https:\/\/www.thomsonreuters.com\/en\/press-releases\/2017\/june\/thomson-reuters-brings-vigilant-license-plate-recognition-data-to-clear-investigation-platform\" rel=\"nofollow noopener\" target=\"_blank\">2017<\/a>, Thomson Reuters has sourced this data from Vigilant Solutions, an automated license-plate-reader company that is now owned by Motorola.<\/p>\n<p class=\"paywall\">Another Thomson Reuters database named in the document is the Continuous Alerting Batch Solution (CABS), which ICE says pulls records about individuals who were recently incarcerated or came into contact with law enforcement, including \u201creal-time alerting on last known location data.\u201d<\/p>\n<p class=\"paywall\">The contract would also maintain ICE\u2019s access to Westlaw, Thomson Reuters\u2019 court records database. ICE will also have access to Real Time Incarceration and Arrest Records (RTIA and Thomson Reuters Special Services Entity Authority (TEA), which <a data-offer-url=\"https:\/\/www.trssllc.com\/rapid\/\" class=\"external-link text link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/www.trssllc.com\/rapid\/&quot;}\" href=\"https:\/\/www.trssllc.com\/rapid\/\" rel=\"nofollow noopener\" target=\"_blank\">feeds<\/a> into a \u201crisk intelligence\u201d platform called RAPID, according to Thomson Reuters\u2019 website.<\/p>\n<p class=\"paywall\">The software bundle that Thomson Reuters sells to ICE, the document claims, enables the agency to conduct \u201ccontinuous monitoring,\u201d \u201ccourt document retrieval,\u201d \u201crisk assessments,\u201d and \u201cacademic risk flagging.\u201d The document does not explain what constitutes an academic risk.<\/p>\n<p class=\"paywall\">Representatives for ICE, DHS, and HHS did not respond to requests for comment. A White House spokesperson referred WIRED to DHS and ICE.<\/p>\n<p class=\"paywall\">Unaccompanied minors, children who arrive in the US alone, are not the purview of ICE. Care for these children is overseen by the Office of Refugee Resettlement (ORR), which is under the umbrella of HHS and operates independently from immigration enforcement.
