These plans were <a href=\"https:\/\/apfs-cloud.dhs.gov\/record\/74524\/public-print\/\">outlined in a notice<\/a> published by the Department of Homeland Security on Monday, with an unspecified quantity of the devices set to be delivered by March 2027.<\/p>\n<\/div>\n<div>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">The electrified handwear outlined in the contract is the <a href=\"https:\/\/www.complianttechnologies.net\/the-glove\">CTG 5 GLOVE<\/a> (Generated Low Output Voltage Emitter), which manufacturer Compliant Technologies refers to as a CD3 (Conductive Distraction and De-escalation) device. Compliant Technologies describes it as \u201ca great, humane, low-optics, de-escalation solution\u201d that is \u201cusually effective in bringing individuals into compliance in less than three seconds.\u201d<\/p>\n<\/div>\n<div>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">The shock feature can be activated in a second using a switch located on the glove, which delivers a maximum voltage of up to 380V upon skin contact \u2014 closer to a dog\u2019s shock collar than a taser device. Still, this \u201cinhibits\/ distracts the subject from performing coordinated muscle movement\u201d according to the glove\u2019s user guide. The same guide includes several warnings: Don\u2019t use more than one pair on a single individual, don\u2019t shock people for more than 15 seconds, and don\u2019t use it against high-risk populations such as children, or people who are elderly, pregnant, or disabled.<\/p>\n<\/div>\n<div>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">Because the CD3 gloves are not immediately identifiable as a weapon, Compliant Technologies describes them as an \u201cinvisible partner\u201d that can be used to enhance \u201cestablished tactics, techniques and procedures,\u201d and calls them \u201cThe New Protocol in Peace Keeping.\u201d Similar gloves from the same company have <a href=\"https:\/\/okcfox.com\/news\/local\/oklahoma-county-jail-to-introduce-electric-gloves-as-new-safety-technology-soon-deesclate-deescalation-210-volts-380-voltage-justin-morris-compliant-technologies-device-lethal-force-inmate-threat-brandi-garner-resource-female-detention-center-ocdc-safer\">already been used<\/a> by select police departments and jails in recent years, and two corrections officers <a href=\"https:\/\/www.thestate.com\/news\/local\/crime\/article265516146.html\">were charged in 2022<\/a> for beating and shocking an inmate in two separate attacks.<\/p>\n<\/div>\n<div>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">ICE has demonstrated it can wield power with little oversight or accountability, fueled by an administration that encourages rough tactics. It has shown up at people\u2019s doors <a href=\"https:\/\/www.theverge.com\/report\/963106\/ice-doxxing-office-of-professional-responsibility-free-speech\" target=\"_blank\" rel=\"noreferrer noopener\">to intimidate them<\/a>, used <a href=\"https:\/\/www.theverge.com\/policy\/870657\/the-tech-behind-ices-facial-recognition\" target=\"_blank\" rel=\"noreferrer noopener\">mass surveillance<\/a>, and <a href=\"https:\/\/www.theverge.com\/policy\/964302\/ice-donald-trump-killings\" target=\"_blank\" rel=\"noreferrer noopener\">killed people in broad daylight<\/a>. The agency\u2019s new shocking gloves will just be a new way to hurt people.<\/p>\n<\/div>\n<div>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\"><a href=\"https:\/\/apnews.com\/article\/ice-electric-shock-gloves-85ff746d3e0ee5f39e7a9a3f1f576252\"><em>The Associated Press<\/em><\/a> reports that the Department of Homeland Security is working on a response to its press inquiries, but offered \u201cno immediate comment\u201d on the purchase plans. In a statement to the publication, Jenn Rolnick Borchetta, deputy project director on policing at the American Civil Liberties Union, questioned why the devices would be necessary for civil immigration enforcement:<\/p>\n<\/div>\n<div>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">\u201cICE spent the last year showing this country they are too quick to use force.
