{"id":558,"date":"2026-05-20T14:27:39","date_gmt":"2026-05-20T14:27:39","guid":{"rendered":"https:\/\/silvybrand.com\/?p=558"},"modified":"2026-05-20T14:27:39","modified_gmt":"2026-05-20T14:27:39","slug":"how-trumps-aid-cuts-are-fueling-the-ebola-outbreak","status":"publish","type":"post","link":"https:\/\/silvybrand.com\/?p=558","title":{"rendered":"\u2018Perfect Storm\u2019: How Trump&#8217;s Aid Cuts Are Fueling the Ebola Outbreak"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p><span class=\"lead-in-text-callout\">As an Ebola<\/span> outbreak rages in central and East Africa, <a href=\"https:\/\/www.wired.com\/tag\/public-health\/\" class=\"text link\">public health<\/a> workers say that the response has been stymied by <a href=\"https:\/\/www.wired.com\/story\/trump-inner-circle-2028-presidential-ticket\/\" class=\"text link\">the Trump administration\u2019s<\/a> cuts to <a href=\"https:\/\/www.wired.com\/story\/elon-musk-digital-coup-doge-data-ai\/\" class=\"text link\">foreign aid<\/a> and global health organizations.<\/p>\n<p class=\"paywall\">\u201cWe are no longer able to get some supplies,\u201d Amadou Bocoum, Democratic Republic of Congo country director for the anti-poverty nonprofit CARE, tells WIRED. \u201cBecause of that, we are not able to react immediately.\u201d<\/p>\n<p class=\"paywall\">Bocoum says that basic medical equipment like masks and hand sanitizers, as well as components necessary for testing, are in short supply due to funding cuts.<\/p>\n<p class=\"paywall\">WIRED spoke to more than half a dozen global health experts who described how the Trump administration\u2019s move to shutter the United States Agency for International Development (USAID), amid other funding cuts, has created a strained, increasingly fragmented disease prevention and response system in the lead up to this Ebola outbreak, one in which a severely reduced workforce already struggles with burnout.<\/p>\n<p class=\"paywall\">\u201cWe are so far behind in this outbreak,\u201d says a current Centers for Disease Control and Prevention (CDC) employee with outbreak experience. \u201cThis is a perfect storm.\u201d<\/p>\n<p class=\"paywall\">The World Health Organization (WHO) declared the Ebola outbreak an emergency \u201cof international concern\u201d on May 16. There is no vaccine or treatment for this strain of Ebola, known as Bundibugyo. There were over 530 <a href=\"http:\/\/www.cdc.gov\/ebola\/situation-summary\/index.html\" class=\"text link\">confirmed cases<\/a> and 134 deaths as of May 19, and both numbers are <a data-offer-url=\"https:\/\/www.nbcnews.com\/world\/africa\/ebola-outbreak-deaths-rise-scale-speed-concerns-who-congo-uganda-rcna345833\" class=\"external-link text link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/www.nbcnews.com\/world\/africa\/ebola-outbreak-deaths-rise-scale-speed-concerns-who-congo-uganda-rcna345833&quot;}\" href=\"https:\/\/www.nbcnews.com\/world\/africa\/ebola-outbreak-deaths-rise-scale-speed-concerns-who-congo-uganda-rcna345833\" rel=\"nofollow noopener\" target=\"_blank\">rising quickly<\/a>. According to the CDC, <a href=\"https:\/\/www.cdc.gov\/ebola\/situation-summary\/index.html\" class=\"text link\">25 to 50 percent<\/a> of people who contract the strain will die from it.<\/p>\n<p class=\"paywall\">\u201cPeople really need to understand that if this is not handled carefully, it will get wild very easily,\u201d says Bocoum. \u201cIt\u2019s really key that we need to react fast to contain it.\u201d<\/p>\n<p class=\"paywall\">The outbreak was first identified in the Democratic Republic of Congo\u2019s Ituri region, an area that borders South Sudan and Uganda and is known as a thruway for refugees. There have already been confirmed cases in Kampala, the Ugandan capital, from people who had traveled there from Congo. Travelers frequently cross the region\u2019s border, especially at this time of year, with thousands of pilgrims expected to travel from Congo to Uganda for an annual event. While Uganda postponed the <a data-offer-url=\"https:\/\/www.ncregister.com\/cna\/uganda-postpones-martyrs-day-celebrations-over-ebola-fears\" class=\"external-link text link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/www.ncregister.com\/cna\/uganda-postpones-martyrs-day-celebrations-over-ebola-fears&quot;}\" href=\"https:\/\/www.ncregister.com\/cna\/uganda-postpones-martyrs-day-celebrations-over-ebola-fears\" rel=\"nofollow noopener\" target=\"_blank\">celebration<\/a> due to Ebola fears, it\u2019s not clear how quickly information about the cancellation will spread, especially in rural communities.<\/p>\n<p class=\"paywall\">In February 2025, as Elon Musk\u2019s so-called Department of Government Efficiency (DOGE) dismantled USAID, the billionaire <a href=\"https:\/\/www.youtube.com\/watch?v=P4To-CU5SIM\" class=\"text link\">told<\/a> Trump administration officials that DOGE had \u201caccidentally\u201d cut funding to Ebola prevention and then restored it. However, as WIRED <a href=\"https:\/\/www.wired.com\/story\/the-usaid-emergency-waivers-arent-working-from-ebola-to-aids\/\" class=\"text link\">reported<\/a> at the time, lifesaving work on Ebola and other infectious disease prevention was not restored. DOGE also <a href=\"https:\/\/www.wired.com\/story\/cdc-terminations-workforce-shutdown-rifs\/\" class=\"text link\">slashed<\/a> the CDC, causing another key global health player to atrophy. In April 2025, the Trump administration instructed a US National Institute of Health facility tasked with studying Ebola to <a href=\"https:\/\/www.wired.com\/story\/hhs-niaid-irf-ebola-disease-research-stop\/\" class=\"text link\">stop its research<\/a>.<\/p>\n<p class=\"paywall\">Prior to the DOGE cuts, USAID was a critical part of the DRC\u2019s infectious disease prevention, treatment, and containment policies.
