{"id":596,"date":"2026-05-21T01:35:03","date_gmt":"2026-05-21T01:35:03","guid":{"rendered":"https:\/\/silvybrand.com\/?p=596"},"modified":"2026-05-21T01:35:03","modified_gmt":"2026-05-21T01:35:03","slug":"a-bipartisan-amendment-would-end-police-license-plate-tracking-nationwide","status":"publish","type":"post","link":"https:\/\/silvybrand.com\/?p=596","title":{"rendered":"A Bipartisan Amendment Would End Police License Plate Tracking Nationwide"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p>US lawmakers plan to introduce an amendment Thursday at a House committee markup hearing that would prohibit any recipient of federal highway funding from using <a href=\"https:\/\/www.wired.com\/story\/license-plate-reader-live-video-data-exposed\/\" class=\"text link\">automated license plate readers<\/a> for any purpose other than tolling\u2014a sweeping restriction that, if adopted, would bring an immediate end to state and local ALPR programs across the United States.<\/p>\n<p class=\"paywall\">The amendment, obtained first by WIRED, is sponsored by Representative Scott Perry, a Pennsylvania Republican and Freedom Caucus member, and Representative Jes\u00fas \u201cChuy\u201d Garc\u00eda, an Illinois progressive whose state has <a data-offer-url=\"https:\/\/abc7chicago.com\/post\/raging-debate-around-use-license-plate-readers-flock-cameras-are-advancing-safety-violating-privacy\/18758580\/\" class=\"external-link text link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/abc7chicago.com\/post\/raging-debate-around-use-license-plate-readers-flock-cameras-are-advancing-safety-violating-privacy\/18758580\/&quot;}\" href=\"https:\/\/abc7chicago.com\/post\/raging-debate-around-use-license-plate-readers-flock-cameras-are-advancing-safety-violating-privacy\/18758580\/\" rel=\"nofollow noopener\" target=\"_blank\">become a flash point<\/a> in the national fight over ALPR misuse.<\/p>\n<p class=\"paywall\">The House Transportation and Infrastructure Committee will mark up the underlying bill\u2014a $580 billion, five-year reauthorization of federal surface transportation programs\u2014at 10 am ET on Thursday.<\/p>\n<p class=\"paywall\">Neither Perry nor Garc\u00eda&#8217;s offices immediately responded to WIRED&#8217;s request for comment.<\/p>\n<p class=\"paywall\">The amendment runs a single sentence: \u201cA recipient of assistance under Title 23, United States Code, may not use automated license plate readers for any purpose other than tolling.\u201d<\/p>\n<p class=\"paywall\">The amendment is brief, but its reach would be vast. Title 23 funds roughly a quarter of all public road mileage in the US, including most state and county arteries and many city streets where ALPR cameras are becoming ubiquitous. Conditioning that funding on a ban of the technology would, in practical effect, force any state, county, or municipality that takes federal highway money (essentially all of them) to either remove the cameras or restructure their use around tolling alone.<\/p>\n<p class=\"paywall\">The amendment\u2019s cosponsors, Perry and Garc\u00eda, represent opposite ends of the House\u2019s ideological spectrum but converge on a surveillance concern that has gathered momentum in legislatures and city halls across the US as ALPR networks have quietly become a pervasive layer of American road infrastructure.<\/p>\n<p class=\"paywall\">ALPR cameras\u2014mounted on poles, overpasses, traffic signals, and police cruisers\u2014photograph every passing license plate, log times and locations, and feed data into searchable databases shared across agencies and jurisdictions.<\/p>\n<p class=\"paywall\">In Illinois, where Garc\u00eda&#8217;s district sits, Secretary of State Alexi Giannoulias announced last August that <a data-offer-url=\"https:\/\/www.ilsos.gov\/news\/2025\/august-25-2025-giannoulias-audit-finds-license-plate-reader-company-in-violation-of-state-law.html\" class=\"external-link text link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/www.ilsos.gov\/news\/2025\/august-25-2025-giannoulias-audit-finds-license-plate-reader-company-in-violation-of-state-law.html&quot;}\" href=\"https:\/\/www.ilsos.gov\/news\/2025\/august-25-2025-giannoulias-audit-finds-license-plate-reader-company-in-violation-of-state-law.html\" rel=\"nofollow noopener\" target=\"_blank\">an audit by his office<\/a> had found Flock Group\u2014the Atlanta-based company that operates the country&#8217;s largest ALPR network\u2014in violation of state law for giving US Customs and Border Protection access to Illinois ALPR data. Giannoulias ordered the company to cut off federal access.<\/p>\n<p class=\"paywall\">Flock said at the time that it would pause federal pilots nationwide, arrangements the company had previously denied existed in <a data-offer-url=\"https:\/\/www.flocksafety.com\/blog\/ensuring-local-compliance\" class=\"external-link text link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/www.flocksafety.com\/blog\/ensuring-local-compliance&quot;}\" href=\"https:\/\/www.flocksafety.com\/blog\/ensuring-local-compliance\" rel=\"nofollow noopener\" target=\"_blank\">what Flock CEO and founder Garrett Langley said<\/a> were public statements that \u201cinadvertently provided inaccurate information.\u201d<\/p>\n<p class=\"paywall\">Flock did not immediately respond to WIRED\u2019s request for comment.<\/p>\n<p class=\"paywall\">Privacy advocates have long warned that the aggregation of license plate data amounts to a de facto warrantless tracking system. New York University School of Law\u2019s Brennan Center for Justice has documented the integration <a href=\"https:\/\/www.brennancenter.org\/our-work\/research-reports\/dangers-unregulated-ai-policing\" class=\"text link\">of ALPR feeds into police data-fusion systems<\/a> that combine plate data with surveillance and social media monitoring.
