{"id":6744,"date":"2026-09-09T21:46:40","date_gmt":"2026-09-09T21:46:40","guid":{"rendered":"https:\/\/silvybrand.com\/?p=6744"},"modified":"2026-09-09T21:46:40","modified_gmt":"2026-09-09T21:46:40","slug":"san-francisco-orders-meta-to-stop-allowing-ai-child-abuse-ads","status":"publish","type":"post","link":"https:\/\/silvybrand.com\/?p=6744","title":{"rendered":"San Francisco Orders Meta to Stop \u2018Allowing\u2019 AI Child Abuse Ads"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p><span class=\"lead-in-text-callout\">San Francisco\u2019s city<\/span> attorney has hit <a href=\"https:\/\/www.wired.com\/tag\/meta\/\" class=\"text link\">Meta<\/a> with a cease-and-desist letter telling the company to stop \u201callowing\u201d paid advertisements that include AI-generated child sexual abuse content and asked it to explain how the ads repeatedly ran on its platforms.<\/p>\n<p class=\"paywall\">On Tuesday, <a href=\"https:\/\/www.wired.com\/story\/meta-failed-to-catch-hundreds-of-ai-child-abuse-ads-some-included-images-of-real-kids\/\" class=\"text link\">WIRED reported that<\/a> Meta has run more than 350 ads in recent months that transformed still images of minors\u2014some of them confirmed as real individuals, including a <a href=\"https:\/\/www.wired.com\/story\/meta-failed-to-catch-hundreds-of-ai-child-abuse-ads-some-included-images-of-real-kids\/\" class=\"text link\">member of a European royal family<\/a>\u2014into short videoclips that can depict them performing sexual acts. When clicked, these ads would direct people to download AI image- and video-generation apps, some of which could be used to digitally undress people or create other nonconsensual intimate imagery.<\/p>\n<p class=\"paywall\">The ads, which were discovered by researchers at the <a data-offer-url=\"https:\/\/www.techtransparencyproject.org\/articles\/meta-ran-hundreds-of-paid-ads-with-child-sexual-abuse-imagery\" class=\"external-link text link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/www.techtransparencyproject.org\/articles\/meta-ran-hundreds-of-paid-ads-with-child-sexual-abuse-imagery&quot;}\" href=\"https:\/\/www.techtransparencyproject.org\/articles\/meta-ran-hundreds-of-paid-ads-with-child-sexual-abuse-imagery\" rel=\"nofollow noopener\" target=\"_blank\">Tech Transparency Project (TTP)<\/a>, included some identical ads that had been uploaded multiple times, and in total they reached more than 29,000 accounts in countries in the European Union. The ads that were shown across Facebook, Instagram, and Threads also targeted accounts in the US, Australia, and India. WIRED initially reported on a <a href=\"https:\/\/www.wired.com\/story\/meta-ran-ads-that-contained-ai-generated-child-sexual-abuse-imagery\/\" class=\"text link\">batch of 53 of the ads at the start of August<\/a>, but more than 250 of the total number of ads ran on Meta\u2019s platforms after this initial report.<\/p>\n<p class=\"paywall\">\u201cMeta has failed to address a known issue of AI-generated child sexually explicit ads, while profiting from them,&#8221; San Francisco city attorney David Chiu says in a statement to WIRED. \u201cThese ads are deeply disturbing and cause harm to real children. Meta claims to have zero tolerance for child exploitation, yet the scale and persistence of these issues suggest current efforts are woefully inadequate. This is unacceptable, and Meta must do better.\u201d<\/p>\n<p class=\"paywall\">\u201cNo company\u2014particularly one that claims all advertisements are reviewed and approved prior to distribution and then accepts payment for that distribution\u2014should permit its advertising systems to be used in this manner,\u201d Chiu <a data-offer-url=\"https:\/\/media.api.sf.gov\/documents\/Meta_AI-Gen_CSAM_Ads_Ltr_from_D_Chiu_2026-09-09_Signed.pdf\" class=\"external-link text link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/media.api.sf.gov\/documents\/Meta_AI-Gen_CSAM_Ads_Ltr_from_D_Chiu_2026-09-09_Signed.pdf&quot;}\" href=\"https:\/\/media.api.sf.gov\/documents\/Meta_AI-Gen_CSAM_Ads_Ltr_from_D_Chiu_2026-09-09_Signed.pdf\" rel=\"nofollow noopener\" target=\"_blank\">writes in the four-page letter<\/a> his office sent to Meta\u2019s lawyers.<\/p>\n<p class=\"paywall\">The letter raises a host of questions about how Meta\u2019s ad policies and safety systems operate and asks that the company\u2019s legal, child-safety, and advertising staff engage in \u201cprompt discussions\u201d with the city office. \u201cThese findings are especially troubling because they do not appear to reflect an isolated failure that Meta corrected when first alerted to the problem,\u201d Chiu writes.<\/p>\n<p class=\"paywall\">Meta says there is \u201cno indication\u201d that the ads were displayed in San Francisco and this means they are \u201coutside the city attorney&#8217;s jurisdiction.\u201d While Meta\u2019s <a data-offer-url=\"https:\/\/www.facebook.com\/ads\/library\/?active_status=active&amp;ad_type=political_and_issue_ads&amp;country=GB&amp;is_targeted_country=false&amp;media_type=all&amp;sort_data%5Bmode%5D=total_impressions&amp;sort_data%5Bdirection%5D=desc\" class=\"external-link text link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/www.facebook.com\/ads\/library\/?active_status=active&amp;ad_type=political_and_issue_ads&amp;country=GB&amp;is_targeted_country=false&amp;media_type=all&amp;sort_data%5Bmode%5D=total_impressions&amp;sort_data%5Bdirection%5D=desc&quot;}\" href=\"https:\/\/www.facebook.com\/ads\/library\/?active_status=active&amp;ad_type=political_and_issue_ads&amp;country=GB&amp;is_targeted_country=false&amp;media_type=all&amp;sort_data%5Bmode%5D=total_impressions&amp;sort_data%5Bdirection%5D=desc\" rel=\"nofollow noopener\" target=\"_blank\">ad library<\/a>, which is a repository of ads, includes some data about ads published in the US, it does not break down where in the US ads may have run.<\/p>\n<p class=\"paywall\">Meta previously told WIRED that many of the ads identified by the TTP researchers had already been removed before they were reported\u2014all of them have now been removed for violating its policies\u2014and most had \u201cfewer than 200 impressions\u201d from accounts. \u201cWe don\u2019t tolerate nudify apps or any kind of child exploitation, whether real or AI-generated,\u201d a Meta spokesperson previously said.
