The devices, which <a href=\"https:\/\/www.wired.com\/story\/flock-safety-os-investigate\/\" class=\"text link\">help police track<\/a> the location of vehicles tied to crimes, have become the subject of nationwide backlash in recent months over more nefarious uses by officers.<\/p>\n<p class=\"paywall\">The No FLOCK Act\u2014for Federal License-Plate Observation and Camera Keeping\u2014directs the US secretary of transportation to withhold 10 percent of annual financial support due to states for highways, roads, and bridges if it fails to ban Flock and similar devices for all but five use cases. Congressmen Raja Krishnamoorthi, a Democrat representing Chicago suburbs, and Michael Cloud, a Republican whose Texas district includes Corpus Christi, are cosponsoring the bill.<\/p>\n<p class=\"paywall\">The legislation <a href=\"https:\/\/krishnamoorthi.house.gov\/sites\/evo-subsites\/krishnamoorthi-evo.house.gov\/files\/evo-media-document\/krishn_154_xml.pdf\" class=\"text link\">says that<\/a> Flock cameras could be used only for \u201cenforcing toll systems, identifying stolen vehicles, missing or endangered persons, vehicles registered to persons with a warrant for a felony offense, or investigating a vehicle involved in a felony offense.\u201d Notably absent are uses like conducting traffic studies, investigating minor drug crimes, and enforcing parking and speeding rules.<\/p>\n<p class=\"paywall\">\u201cOur investigation into Flock exposed serious gaps in oversight, and this bipartisan bill would put clear limits in place to prevent abuse while preserving legitimate public safety uses,\u201d Krishnamoorthi said in a statement.<\/p>\n<p class=\"paywall\">But the bill stops short of banning Flock systems altogether, which has been the number one demand from supporters of <a href=\"https:\/\/www.wired.com\/story\/darth-vader-wants-you-to-know-he-definitely-supports-flock-surveillance\/\" class=\"text link\">a global protest movement<\/a> against the Atlanta-based company and its competitors. It also doesn\u2019t stop Flock users from <a href=\"https:\/\/www.wired.com\/story\/how-an-atlanta-suburb-ended-up-sharing-flock-data-with-more-than-2000-organizations\/\" class=\"text link\">broadly sharing license plate tracking data<\/a> with other government agencies, including immigration authorities.<\/p>\n<p class=\"paywall\">Flock did not immediately respond to a request for comment on the proposed bill.<\/p>\n<p class=\"paywall\">If the legislation is passes this year, states that fail to comply with it would begin losing out on tens of millions to hundreds of millions of dollars in annual transportation funding starting in October 2028.<\/p>\n<p class=\"paywall\">The Department of Transportation calculates the amount of so-called surface transportation funds it gives to states based on factors such as how many roadways they have and how busy they are. Congress has repeatedly threatened taking away the funding to pressure states into taking action on public safety. The tactic helped establish a national minimum drinking age, standard rules for what constitutes driving under the influence, and regulations for billboards alongside highways.<\/p>\n<p class=\"paywall\">Another <a href=\"https:\/\/massie.house.gov\/news\/documentsingle.aspx?DocumentID=395851\" class=\"text link\">bipartisan bill<\/a> introduced in Congress recently called for banning the use of federal funding to purchase Flock cameras. Flock\u2019s lobbying spending in Washington, DC, has been steady over the past 18 months, and it recently hired a fifth firm to help with the efforts, according to federal records.<\/p>\n<h2 class=\"paywall\">Tech Backlash<\/h2>\n<p class=\"paywall\">A number of issues related to emerging technologies, including <a href=\"https:\/\/www.wired.com\/story\/ai-leaders-are-calling-for-a-slowdown-trumps-team-says-its-on-them\/\" class=\"text link\">rogue AI systems<\/a>, <a href=\"https:\/\/www.wired.com\/story\/ai-agents-are-thirsty-for-power\/\" class=\"text link\">data center construction<\/a>, and <a href=\"https:\/\/www.wired.com\/story\/flock-videos-highlighted-police-departments-that-face-misuse\/\" class=\"text link\">law enforcement abuse of Flock cameras<\/a>, have become major topics in <a href=\"https:\/\/www.wired.com\/story\/this-is-how-trump-is-already-threatening-the-midterms\/\" class=\"text link\">the upcoming US midterm elections<\/a>, which are now less than two months away. But it\u2019s unclear whether any legislation designed to address voters\u2019 concerns will advance through Congress anytime soon, let alone gain the approval of President Donald Trump.<\/p>\n<p class=\"paywall\">The president <a href=\"https:\/\/www.youtube.com\/shorts\/LsBwojw0xsw\" class=\"text link\">expressed support<\/a> for Flock cameras on Sunday, telling reporters that they help law enforcement authorities. Lawmakers largely agree, but they are frustrated by cases in which police officers have been caught using Flock footage for personal reasons, such as stalking their <a href=\"https:\/\/www.wired.com\/story\/a-georgia-cop-used-flock-to-track-2-other-cops-his-ex-and-her-friend\/\" class=\"text link\">one-time romantic partners<\/a>.
