But over the past week, those same executives have started emphasizing a different message. AI has the potential to <a href=\"https:\/\/www.wired.com\/story\/anthropic-researcher-quits-jacob-coxon-ai-fears-humanity\/\" class=\"text link\">become so dangerous<\/a>, tech leaders say, that the two countries urgently need to work together to slow the race down.<\/p>\n<p class=\"paywall\">\u201cGlobal pacing will require cooperation with China, the autocratic country with by far the most advanced AI capabilities,\u201d Anthropic CEO Dario Amodei wrote in a blog post published Saturday titled \u201c<a data-offer-url=\"https:\/\/darioamodei.com\/post\/we-must-pace-the-frontier\" class=\"external-link text link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/darioamodei.com\/post\/we-must-pace-the-frontier&quot;}\" href=\"https:\/\/darioamodei.com\/post\/we-must-pace-the-frontier\" rel=\"nofollow noopener\" target=\"_blank\">We Must Pace the Frontier<\/a>.\u201d<\/p>\n<p class=\"paywall\">China\u2019s government and AI companies have made it clear that they\u2019re deeply skeptical of Amodei\u2019s proposal, but not because they want to keep blindly racing ahead or <a href=\"https:\/\/www.wired.com\/story\/ai-arms-race-china-us-cooperation\/\" class=\"text link\">don\u2019t believe<\/a> the technology poses serious risks. The problem the Chinese government and Chinese AI companies see is far simpler. They think they\u2019re being offered a bad deal.<\/p>\n<p class=\"paywall\">\u201cThe AI safety community in China is growing and shares many of the same concerns that American labs do,\u201d says Kevin Xu, founder of the technology hedge fund Interconnected Capital and a former White House staffer under President Barack Obama. \u201cThe gulf lies between an Anthropic-led vision that would only subjugate and restrict China first to maximize leverage before talking. Meanwhile, China would only talk if it\u2019s being treated from a position of equals.\u201d<\/p>\n<p class=\"paywall\">Amodei wrote that a \u201ckey part\u201d of the slowdown strategy should be ensuring that the US and other democracies maintain \u201cas large as possible\u201d a lead in AI development over autocracies like China. To do that, he urged the US to take steps including cracking down on <a href=\"https:\/\/www.wired.com\/story\/smuggling-supercomputers-china-nvidia-indictment\/\" class=\"text link\">chip smuggling<\/a> and preventing <a href=\"https:\/\/www.wired.com\/story\/silicon-valley-is-completely-divided-over-chinese-ai\/\" class=\"text link\">unauthorized model distillation<\/a> by Chinese companies.<\/p>\n<p class=\"paywall\">\u201cHis essay specifically says the pacing of AI is conditional to increasing the lead over China,&#8221; says Alvin Wang Graylin, a senior fellow Asia Society Policy Institute\u2019s Center for China Analysis and a digital fellow at the Stanford Institute for Human-Centered AI, \u201cwhich makes the proposal feel inauthentic to Chinese readers.\u201d<\/p>\n<p class=\"paywall\">Amodei went on to make what might seem like a heroic leap in logic: He argued that weakening China\u2019s AI industry would somehow give the US more leverage and make \u201can agreement more likely in the future.\u201d How, exactly, that is supposed to entice Beijing to come to the negotiating table is left unexplained. (To Amodei\u2019s credit, he <a href=\"https:\/\/www.youtube.com\/watch?v=vBoKkUQuNJ8\" class=\"text link\">later admitted<\/a> in a television interview that he has \u201cno idea how to negotiate with China.\u201d)<\/p>\n<p class=\"paywall\">The government officials, AI researchers, and other prominent commentators in China who responded to Amodei haven\u2019t argued that AI poses no risks. But many of them clearly resent the idea that their country should simultaneously be treated as an essential governance partner and a competitor that needs to be constrained.<\/p>\n<p class=\"paywall\">When asked about Amodei\u2019s blog post on Monday at a press conference, Guo Jiakun, a spokesperson for China\u2019s Ministry of Foreign Affairs, didn\u2019t mince words: He <a data-offer-url=\"https:\/\/www.mfa.gov.cn\/eng\/xw\/fyrbt\/lxjzh\/202609\/t20260914_12021997.html\" class=\"external-link text link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/www.mfa.gov.cn\/eng\/xw\/fyrbt\/lxjzh\/202609\/t20260914_12021997.html&quot;}\" href=\"https:\/\/www.mfa.gov.cn\/eng\/xw\/fyrbt\/lxjzh\/202609\/t20260914_12021997.html\" rel=\"nofollow noopener\" target=\"_blank\">described<\/a> the proposal as \u201cfear-mongering, confrontation, and vicious competition\u201d that would only hamper global AI cooperation efforts. The next day, the ministry also stressed that \u201cChina puts equal emphasis on development and security in terms of AI.\u201d<\/p>\n<p class=\"paywall\">The mixed comments are reflective of another reason that Beijing may be less receptive to the Anthropic CEO\u2019s warnings than other audiences. Unlike <a href=\"https:\/\/www.wired.com\/story\/why-so-many-ai-researchers-think-the-machines-could-kill-everyone\/\" class=\"text link\">many of the loudest voices<\/a> in Silicon Valley, China\u2019s leaders are not primarily concerned about so-called existential risks from AI, such as the possibility that a rogue agent could kill everyone on Earth.
