She was on a Zoom call, unaware that the heavy rain outside was beginning to flood her yard.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">\u201cI look over to where the barn is over there, and I see pieces of my wood floating, and I was like, \u2018What?\u2019 And I immediately was like, \u2018I have to go.\u2019 Close my laptop, and I get my kids up, and I\u2019m like, \u2018Something\u2019s wrong,\u2019\u201d Lin recalls.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">Lin and her family got out safely and sheltered at a neighbor\u2019s house, but Lanesville got over 8 inches of rain within <a href=\"https:\/\/www.wlky.com\/article\/lanesville-indiana-corydon-flooding-rain-evacuations\/71536533\">just a few hours that day<\/a>, way over <a href=\"https:\/\/glossary.ametsoc.org\/wiki\/rain\/\">the threshold<\/a> for what is considered \u201cheavy\u201d rainfall. The water was gone a few hours later.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">Floods are the <a href=\"https:\/\/www.weather.gov\/hazstat\">second-deadliest<\/a> type of weather event in the United States and the <a href=\"https:\/\/wmo.int\/themes\/floods\">deadliest globally<\/a>. Just 6 inches of fast-flowing water can <a href=\"https:\/\/www.weather.gov\/safety\/flood-turn-around-dont-drown\">knock an adult off their feet<\/a>, 12 inches can lift a car, and 2 feet can move larger vehicles like trucks and SUVs. A warming climate means more instances of <a href=\"https:\/\/www.c2es.org\/content\/extreme-precipitation-and-climate-change\/\">extreme rainfall<\/a> in the US, creating more opportunities for floods to occur. The <a href=\"https:\/\/www.nytimes.com\/2026\/08\/26\/world\/asia\/nepal-tibet-floods-wtk.html\">deadly flash flooding in Nepal<\/a> in August caused by a glacier collapse shows the power of water to devastate communities worldwide.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">Fortunately, new tools are being developed to counter this threat. A new software called the <a href=\"https:\/\/science.nasa.gov\/science-research\/science-enabling-technology\/nasa-uses-machine-learning-to-enhance-flash-flood-warnings\/\">Transient Artifact and Continuous Learning System (TACLS)<\/a> uses satellites and machine learning to try to spot areas that could flood sooner and help the National Weather Service (NWS) make better decisions when it comes to issuing flash flood alerts.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">\u201cWe didn\u2019t get the \u2018get on your roof\u2019 warnings until I was already at that person\u2019s house,\u201d Lin says. \u201cAll the people in town were already flooded when they started sending out alerts, being like, \u2018Get on your roof. We\u2019re dispatching boats.\u2019 So it was way too late.\u201d<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">TACLS has the potential to help change that.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">\u201cIt will help you save lives,\u201d says Ivory Small, science and operations officer at the NWS San Diego Weather Forecast Office. There are <a href=\"https:\/\/www.weather.gov\/srh\/nwsoffices\">122 of them<\/a> throughout the US and its territories, says Jayme Laber, senior service hydrologist for the NWS Weather Forecast Office in Oxnard, California, which oversees the LA area. Small and Laber worked closely on the TACLS project with a broader team of scientists and researchers, and they hope this new project will streamline weather alerts. To understand TACLS, it\u2019s important to first understand how the NWS issues flood alerts.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">Currently, the people working in weather forecast offices use a variety of tools to monitor flood conditions. They rely on rain and stream gauges to tell them how much water is in a certain place at any given time, Laber says. They track developing storms using satellites and weather radars. The staff monitors rainfall, but their computers also alert them when it rains more than what is considered safe for a specific area. \u201cBased on the type of soils we have, the steepness of slopes, we have developed flash flood guidance so that we know that if we get this amount of rain in this amount of time in that area, it could result in flash flooding,\u201d Laber says.<\/p>\n<\/div>\n<div class=\"duet--article--block-placement _1xorkac2 _1xorkac0 duet--article--article-body-component\">\n<div class=\"duet--article--article-pullquote c39lj10\">\n<p class=\"duet--article--dangerously-set-cms-markup c39lj12 _19wv7tc9\">\u201cIt will help you save lives.\u201d<\/p>\n<p><cite class=\"duet--article--dangerously-set-cms-markup c39lj13\">\u2014 Ivory Small<\/cite><\/div>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">All of that, plus the years of expertise inside those buildings, determines whether or not someone presses a button to issue a flood alert for their area, Laber says.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">A watch is the <a href=\"https:\/\/www.weather.gov\/sjt\/WatchWarningAdvisoryExplained\">least serious alert<\/a>. It means that there\u2019s a chance a flash flood could happen. The watch might be issued anywhere from 12 to 48 hours in advance, Laber explains. He says local emergency teams should start working on \u201cflood protection measures\u201d when the flood watch is issued, so there\u2019s enough time to prepare before people are stuck and forced to find higher ground. Response teams might <a href=\"https:\/\/www.youtube.com\/watch?v=n5a42hsPOK4\">review evacuation plans<\/a>, set up sandbags and road barriers, and identify the highest risk areas ahead of a potential flood.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">An advisory is the next level up. It might be flooding, \u201cbut it\u2019s more nuisance-level. It\u2019s not going to threaten life or property,\u201d Laber says. A warning is the most serious alert. \u201cThat\u2019s a life-and-death possibility of being swept off your feet [or] being run over by a car floating down the stream,\u201d Small says.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">The NWS differentiates a regular flood from a flash flood based on time, says Small. If an area floods in under six hours, it\u2019s a flash flood.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">The NWS has a lot of different ways to determine whether or not it needs to issue a flash flood warning, but <a href=\"https:\/\/www.theverge.com\/science\/709362\/flash-flood-warning-system-experts-texas-sirens-blue-alert\">its tech has limitations<\/a>, says Yehuda Bock, TACLS project lead and research geodesist at the Scripps Institution of Oceanography at the University of California, San Diego. The satellites the NWS uses are more detailed over oceans than land, he says. And tracking rainfall as it\u2019s happening doesn\u2019t give you enough lead time, \u201cbecause once there\u2019s precipitation, you\u2019re already in the event itself,\u201d he explains.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">Deserts and other less populated areas typically have fewer rain gauges, Laber says. \u201cWe have a fairly dense network [of rain gauges], but it doesn\u2019t cover every inch of the Earth.\u201d<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">TACLS uses satellites and machine learning to identify places on a map \u2014 for now, just in California \u2014 that risk transitioning from rain to dangerous flash floods. But soon, the technology will be available to every NWS office. Scientists from UCSD, the NWS, and NASA worked together to create <a href=\"https:\/\/science.nasa.gov\/science-research\/science-enabling-technology\/nasa-uses-machine-learning-to-enhance-flash-flood-warnings\/\">TACLS<\/a>. NASA\u2019s Earth Science Technology Office <a href=\"https:\/\/esto.nasa.gov\/nasa-tacls-software-helps-provide-quick-warnings-for-flash-floods\/\">funded the project<\/a> through its Advanced Information Systems Technology program.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">TACLS relies on the <a href=\"https:\/\/mgviz.ucsd.edu\/?mission=MGViz\">Global Navigation Satellite System (GNSS)<\/a>, which is primarily used to predict earthquakes, says Bock. But the GNSS network, which consists of satellites and ground sensors, also happens to provide data that can help forecasters decide if they need to issue a flash flood warning. The more water vapor, or moisture, there is in the atmosphere, the longer the delay in communication between the GNSS satellites and the sensors on the ground.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">The amount of moisture, or \u201cprecipitable water,\u201d in the atmosphere tells the NWS what is actually happening in the skies leading up to a storm, Laber says.<\/p>\n<\/div>\n<div class=\"duet--article--block-placement _1xorkac2 _1xorkac0 duet--article--article-body-component\">\n<div class=\"duet--article--article-pullquote c39lj10\">\n<p class=\"duet--article--dangerously-set-cms-markup c39lj12 _19wv7tc9\">TACLS uses satellites and machine learning to identify places that risk transitioning from rain to dangerous flash floods.<\/p>\n<\/div>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">Before TACLS, Laber and his colleagues had to rely on the forecast, which wasn\u2019t always accurate. TACLS provides real-time data about the precipitable water in the atmosphere to compare to the forecast. This helps them determine whether the storm is actually moving at the speed predicted by the weather models. \u201cIt helps us to make better decisions in our warning decision process,\u201d Laber says.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">Even with the GNSS moisture data, forecasters still need something to analyze all of it. Bhavik Chandna, a UCSD graduate student, spent about a year developing the machine learning side of TACLS using what\u2019s called long short-term memory architecture. According to Chandna, this specific machine learning system works especially well for things like developing storms and other weather patterns that change over time.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">Years of atmospheric measurements from the GNSS network, as well as data about <a href=\"https:\/\/www.theverge.com\/science\/2020\/2\/25\/21143966\/atmospheric-rivers-weather-phenomena-climate-change-air-force-c130-scientists\">atmospheric rivers<\/a>, precipitation, and flash flood warnings, were used to train the machine learning model to understand moisture changes in the atmosphere \u201cas a storm develops,\u201d Chandna explains. At the same time, the machine learning system was trained to determine if the conditions are right to issue a flash flood warning.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">\u201cMachine learning sucks at some things and excels at some things,\u201d says Joel Johnson, associate professor in the department of earth and planetary sciences at the University of Texas at Austin. Johnson, who was not involved in the TACLS project, knows firsthand the challenges of working with these types of tools. \u201cIn general, it\u2019s very easy to have artifacts in your data, false positives. A sensor goes funky, and things like that,\u201d Johnson says. Still, he says TACLS seems \u201cwell suited\u201d to the task of predicting flash floods.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">False positives do happen, Chandna says. \u201cA real weather system usually affects an area, not just one isolated GNSS station. If one station shows a strong signal but its neighbors do not, that detection can be suppressed. If several nearby stations see the same pattern, we have much more confidence that it represents a real atmospheric signal,\u201d he adds.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">Chandna says TACLS is not intended to replace the forecasters who issue weather alerts. It\u2019s just another piece of information that can assist in their decision-making, he says.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">TACLS software is already being used in the LA and San Diego weather forecast offices where flash flooding is a common occurrence, says Laber. \u201cIn the West, we deal with a lot more flash flooding, where it happens a lot quicker,\u201d he explains. But Chandna thinks TACLS could work well elsewhere too. As long as there are some GNSS sensors and available local weather data, \u201cwe could use the same ideology that we have in our system around different parts of the world,\u201d he says.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">Small is thinking beyond TACLS.
