{"id":7361,"date":"2026-09-21T10:46:42","date_gmt":"2026-09-21T10:46:42","guid":{"rendered":"https:\/\/silvybrand.com\/?p=7361"},"modified":"2026-09-21T10:46:42","modified_gmt":"2026-09-21T10:46:42","slug":"us-and-china-discuss-alerting-each-other-to-ai-national-security-threats","status":"publish","type":"post","link":"https:\/\/silvybrand.com\/?p=7361","title":{"rendered":"US and China Discuss Alerting Each Other to AI National Security Threats"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p>Talks have begun between US and Chinese officials to propose a mechanism for the two countries to notify each other of artificial intelligence incidents which could threaten national security.<\/p>\n<p class=\"paywall\">The framework, called the US China AI Dialogue, would also see representatives from both countries meet again to discuss the technology and try to align on common goals and threats, Treasury Secretary Scott Bessent said.<\/p>\n<p class=\"paywall\">\u201cWe think that, just like with any cross-border activity, that moving from opaque to more transparency between the number one and the number two AI powers in the world is very important,\u201d Bessent told reporters on Sunday.<\/p>\n<p class=\"paywall\">Bessent said the discussions picked up from where they had been left off after US President Donald Trump\u2019s visit to Beijing in May. Since then, public safety concerns about the technology have grown. Security incidents over the summer, including <a href=\"https:\/\/www.wired.com\/story\/openais-hugging-face-hack-debrief-raises-more-questions-than-it-answers\/\" class=\"text link\">OpenAI\u2019s agents hacking Hugging Face<\/a>, highlighted the capabilities of frontier models and how the industry\u2019s safeguards have failed to keep pace.<\/p>\n<p class=\"paywall\">Fears reached a fever pitch earlier this month after <a href=\"https:\/\/www.wired.com\/story\/anthropic-researcher-quits-jacob-coxon-ai-fears-humanity\/\" class=\"text link\">Anthropic employees warned AI could be on course to wipe out humanity<\/a>. In recent weeks, leaders of the biggest frontier laboratories, including OpenAI\u2019s Sam Altman, Anthropic\u2019s Dario Amodei, and Elon Musk, have called for a slowdown in development of the technology while they set safety standards. In an essay suggesting steps for laboratories and governments to pace the technology\u2019s development, Amodei had asked for government assistance in establishing international coordination, including with the Chinese Communist Party.<\/p>\n<p class=\"paywall\">Trump has so far mostly brushed off their calls, despite growing bipartisan support for regulating the industry. The US government already has sufficient criminal and regulatory power over developers, his administration has <a href=\"https:\/\/www.wired.com\/story\/ai-leaders-are-calling-for-a-slowdown-trumps-team-says-its-on-them\/\" class=\"text link\">argued<\/a>.<\/p>\n<p class=\"paywall\">He\u2019s not alone. <a href=\"https:\/\/www.wired.com\/tag\/jensen-huang\/\" class=\"text link\">Jensen Huang<\/a>, chief executive officer of Nvidia, which builds AI infrastructure, pointed out that AI firms are already subject to cybersecurity and damage liability laws. \u201cApply that first,\u201d he said in an interview with CBS News over the weekend. \u201cDon\u2019t let this doomsday narrative allow someone to relieve them of the laws that currently exist.\u201d<\/p>\n<p class=\"paywall\">Trump has said <a href=\"https:\/\/www.wired.com\/story\/ai-leaders-are-calling-for-a-slowdown-trumps-team-says-its-on-them\/\" class=\"text link\">any slowdown could cede the US lead<\/a> in the technology to China\u2014a danger because, in his own words: <a data-offer-url=\"https:\/\/x.com\/DoWCTO\/status\/2099520424207855836\" class=\"external-link text link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/x.com\/DoWCTO\/status\/2099520424207855836&quot;}\" href=\"https:\/\/x.com\/DoWCTO\/status\/2099520424207855836\" rel=\"nofollow noopener\" target=\"_blank\">\u201cWHOEVER WINS AI, WINS!\u201d<\/a> His chief science advisor David Sacks previously warned that \u201cChina is very unlikely to join a global agreement\u201d on pacing the technology.
