{"id":9948,"date":"2026-11-04T13:35:47","date_gmt":"2026-11-04T13:35:47","guid":{"rendered":"https:\/\/silvybrand.com\/?p=9948"},"modified":"2026-11-04T13:35:47","modified_gmt":"2026-11-04T13:35:47","slug":"new-jerseys-new-ebike-law-is-causing-chaos","status":"publish","type":"post","link":"https:\/\/silvybrand.com\/?p=9948","title":{"rendered":"New Jersey\u2019s New Ebike Law Is Causing Chaos"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p>In January, outgoing New Jersey governor Pat Murphy signed a first-in-the-nation bill that sought to make roads safer for everyone.<\/p>\n<p class=\"paywall\">S-4834, passed by a wide bipartisan margin and sponsored by state Senate president Nick Scutari, was motivated by the \u201cdramatic increase\u201d in ebike use, which \u201ccreated greater dangers for their operators, other motorists, and pedestrians,\u201d Scutari wrote in a statement. Several teenagers in his district and elsewhere in the state had died on two-wheeled motorized vehicles, including a 13-year-old boy who died last fall after colliding with a landscaping truck.<\/p>\n<p class=\"paywall\">The <a data-offer-url=\"https:\/\/pub.njleg.state.nj.us\/Bills\/2024\/AL25\/285_.HTM\" class=\"external-link text link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/pub.njleg.state.nj.us\/Bills\/2024\/AL25\/285_.HTM&quot;}\" href=\"https:\/\/pub.njleg.state.nj.us\/Bills\/2024\/AL25\/285_.HTM\" rel=\"nofollow noopener\" target=\"_blank\">new law<\/a> requires anyone who owns and <a href=\"https:\/\/www.wired.com\/gallery\/best-electric-bikes\/\" class=\"text link\">rides a bike with pedal-assist tech<\/a> or a throttle to be at least 15 years old and to have a license, either a driver\u2019s license or a motorized bicycle license. (Riders can receive a stand-alone motorized bicycle only after passing a road test.) Riders must register their ebikes with the state\u2019s Motor Vehicle Commission (MVC), and anyone on a bike that can travel faster than 20 mph must have insurance.<\/p>\n<p class=\"paywall\">Now advocates in the state and elsewhere in the country say that one of the country\u2019s first big experiments with ebike licensing is a slow-moving mess. Riders reported widespread confusion at local MVC branches, where workers have appeared uninformed about the new rules and have even reportedly run out of registration stickers. People with years-old ebikes who can\u2019t provide proof of purchase have been told to pay sales tax again. Agency buildings lack bike parking and are hard to reach by public transit. Enforcement of the law is spotty and inconsistent. Ebike-loving vacationers have reported avoiding the state altogether. And ebike sales, which boomed <a href=\"https:\/\/www.wired.com\/story\/the-pandemic-bike-boom-survives-in-cities-that-stepped-up\/\" class=\"text link\">during the pandemic<\/a>, have fallen off a cliff.<\/p>\n<p class=\"paywall\">\u201cThey have vilified ebikes,\u201d says Scott Chambers, owner of Zippy\u2019s Bikes in Wildwood, New Jersey. His store has seen a 90 percent annual decline in ebike sales and a 50 percent overall decline. With most of last year\u2019s inventory unsold, the shop\u2019s future is \u201cbleak,\u201d he says. \u201cIt\u2019s hard to play catch-up.\u201d The New Jersey E-Bike Coalition, which formed in response to this law, says 37 bike shops have closed statewide.<\/p>\n<p class=\"paywall\">New Jersey is just one of many places grappling with questions about ebikes. Across the country, reports of reckless riding, speeding, and dangerous collisions, especially among teenagers, have lawmakers looking for new ways to crack down on motor-assisted bikes. Lawmakers in <a href=\"https:\/\/www.wired.com\/story\/what-is-an-e-bike-california-might-find-out\/\" class=\"text link\">California<\/a>, Illinois, and New York have proposed their own ebike licensing schemes, though none have passed. New York\u2019s City Council <a data-offer-url=\"https:\/\/nyc.streetsblog.org\/2026\/08\/14\/council-backs-off-e-bike-registration-amid-jerseys-messy-restriction-rollout\" class=\"external-link text link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/nyc.streetsblog.org\/2026\/08\/14\/council-backs-off-e-bike-registration-amid-jerseys-messy-restriction-rollout&quot;}\" href=\"https:\/\/nyc.streetsblog.org\/2026\/08\/14\/council-backs-off-e-bike-registration-amid-jerseys-messy-restriction-rollout\" rel=\"nofollow noopener\" target=\"_blank\">backed down from a licensing proposal<\/a> this summer.<\/p>\n<p class=\"paywall\">At the same time, workers, leisure riders, and everyday errand-runners have come to depend on ebikes, which are cheaper to buy, fuel, and store than cars. \u201cI\u2019m a little bit in limbo,\u201d says Karin Vanoppen, a Jersey City resident who hasn\u2019t ridden her pedal-assisted bike, which she uses to scale steep hills and pick up groceries, since the state began enforcing the rule in July. Vanoppen doesn\u2019t have a driver\u2019s license\u2014she has never needed one\u2014and says the state\u2019s testing locations are all more than an hour&#8217;s ride away, some on roads where ebikes aren\u2019t legally allowed to ride.
